Should I park first or drop off my passengers when I arrive?
It's recommended that you drop off passengers and luggage first at the cruise terminal. You'll get help from porters with your bags while police officers will direct you to the parking lot. From there, you can take a free shuttle bus back to the cruise terminal. Some lots do offer luggage drop-off but it's faster to do it the other way.
